An invoice that has been issued, transmitted and received in a structured electronic format which allows for its automatic and electronic processing.

As a result of European Directive 2014/55/EU, the requirement to accept electronic invoicing in the framework of public procurement before 1 April 2019 has been transposed in a draft law. In September 2018, Easybrussels invited Brussels regional public organisations (administrations, public interest bodies) and local public organisations (municipalities, the Public Centre for Social Welfare) to register on the federal platform, Mercurius, to enable them to receive electronic invoices and comply with the directive. Most Brussels institutions were already registered at 31 December.
In 2019, in collaboration with the Brussels Finance and Budget e-Invoicing team, Easybrussels will continue to support the Brussels administrations to implement electronic invoicing. The goal is to achieve fully electronic management of invoices and improved payment deadlines. Easybrussels will also support the suppliers of public organisations to give them the best guidance in relation to this change in regulation.
